- An Overview
The textile and apparel industry is one of the earliest industries developed in India. Its entire value chain from fiber to apparel manufacturing has a strong presence within the country. It is the biggest employer after agriculture. In order to meet the skill gap in the industry and also to supplement its efforts initiated through the Special Package for Garments and Made-ups, the Government has approved the new scheme titled “Scheme for Capacity Building in Textile Sector (SCBTS)” for the entire value chain of textile except Spinning and Weaving in the organized sector.
About “समर्थ (Samarth)”
The ‘Scheme for Capacity Building in Textile Sector (SCBTS)’ shall be known by the name “समर्थ (Samarth)”, signifying the broad objective of the scheme to skill the youth for gainful and sustainable employment in the textile sector.

Objectives
- To provide demand driven, placement oriented National Skills Qualifications Framework (NSQF) compliant skilling programmes to incentivize and supplement the efforts of the industry in creating jobs in the organized textile and related sectors, covering the entire value chain of textile.
- To promote skilling and skill upgradation in the stitching sector..
- To enable provision of sustainable livelihood either by wage or self employment to all sections of the society across the country.
Process
Registration of trainees:
The process of registration is very transparent. Trainees must have Aadhar Card and age must be above 14 yrs.
Training :
Each of the training centers will be run by a experienced trainer and skilled support staff with years of experience. The capacity of the trainers shall be enhanced through a comprehensive Training of Trainers (ToT) Programme.
Placement :
Post training, Sewa shram shakti foundation’s Okhla based training centre will ensure placement of successful candidates within 3 months of completion of training. In case of wage employment, candidates should be placed in jobs that provide wages atleast equal to the minimum wages prescribed and such candidates should continue to be in job for a minimum period of three months.
Monitoring and Management Information System (MIS)
The field offices of the Ministry viz. office of DC(Handloom), DC(Handicraft), Textile Commissioner, Jute Commissioner and Central Silk Board etc. will undertake physical verification of Training Centers (TC).
The verification of training centers’ infrastructure, including evaluation of training center’s capacity for target allocation will be carried out as per the course-wise criteria defined by RSA for approved NSQF courses.
Monthly visits for inspection of live training center’s will also be carried out. Mobile Application with features of Geo-tagging will be used for verification of the TC and uploading of reports on MIS, on a real-time basis.
